Detailed urban planning plan for area recovery
The Detailed Plan for the Coast and Beaches is the instrument used to regulate activities and uses of coastal territories and state-owned maritime areas. In particular, it lays down the legal and urban planning foundations for the administrative management of concessions for state-owned maritime assets. In a municipality such as Castagneto Carducci, with over 14 km of coastline characterised by a beach and dunes that have preserved important naturalistic and landscape values over large areas, this type of planning plays a strategic role in the successful implementation of local spatial planning policies. It is no coincidence that the best-known brand in the area is that of the “Costa degli Etruschi” (Etruscan Coast), which has been the focus of tourism promotion for decades. This plan outlines the guidelines and methodological and procedural references for the formation of the Detailed Plan, the contents of which must, however, be related to what we consider to be the three main objectives of this instrument:
- The prospects for the development of bathing activities, which are a significant part of the local economy;
- The preservation and protection of the environmental and landscape resources of the coast, which is the main identifying feature of the area;
- The need for free use of the beach as a common good and the regulation of public access to the beach.
The main regulatory and disciplinary references for the drafting of this document, and more generally of the Detailed Plan for the coast and beaches, as well as the recently approved Structural Plan and Operational Plan, are the regional legislation on land management, the Territorial Plan with the status of Landscape Plan for the Region of Tuscany (PIT-PPR), the Navigation Code and its implementing regulations. From the outset, we would like to emphasise that, in fact, the entire coastal strip of the Municipality of Castagneto Carducci, by virtue of legislative measures and administrative acts at state and regional level, is subject to landscape protection provisions. The implementation of the guidelines and compliance with the protection requirements therefore become the main methodological and planning reference for the drafting of the forecast framework of the Detailed Plan for the coast and beaches, right from the preliminary stages of preparing the document initiating the procedure.
